Message From the Board Chair

Greetings,

It is my pleasure to share an update with the Tule River community and our partners on the recent work of the Tule River Economic Development Corporation Board of Directors. We are excited about the progress being made and look forward to the important work ahead.

Throughout 2026, the Board has been focused on strengthening the way we serve, making sure we have a clear understanding of our roles and responsibilities, and building a strong foundation for TREDC’s future. For example, last month the Board participated in training focused on board governance, fiduciary duties, and the important responsibilities we carry as directors.
This training helped reinforce the importance of understanding the Board’s role, respecting the role of management, and staying focused on the responsibilities entrusted to us. We take seriously our duty to make informed, thoughtful decisions on behalf of the Tribe and the businesses we serve.

As part of this continued effort, the Board also approved nine new policies and adopted a new Policies and Procedures Manual. These tools will help bring greater consistency, accountability, and clarity to how the Board operates. Strong governance is essential to building trust, supporting effective management, and creating the structure needed for responsible business growth.
As a Board, we are excited about TREDC’s future under the leadership of our new management team, CEO Thomas E. Wilbur and CFO Rustyn L. Osier. With their leadership and the Board’s renewed focus, we are working together to strengthen internal systems, expand business opportunities, and increase revenue.

TREDC is moving forward with positive momentum, and our goal remains clear: to support sustainable economic development that creates long-term value and opportunity for the Tule River Tribe.

In late March, longtime Board member Isaac Manuel retired from service. Isaac was one of TREDC’s original Board members, and we are grateful for his many years of dedication and commitment. We appreciate his service and wish him a well-deserved and relaxing retirement.

As a result of his retirement, we now have an opening on the Board and are seeking a new Board member to join us in continuing this important work. This is a meaningful opportunity for someone who cares about the Tule River Tribe’s economic future, is interested in economic development, and wants to help guide TREDC through its next chapter of growth.
